  Chanukah is a unique holiday on the Hebrew calendar. It's the only festival that includes a new moon. Rosh Hashanah is on the first appearance of the waxing moon, but Chanukah goes from a few days before the new moon to a few days after. So it links the Samech lunar cycle to the Ayin cycle. This is always the last new moon before the solstice, so it is the darkest time in the year, both solar, as the cycle is still descending, and lunar, at the new moon.
